BALLOT TITLE <br /> AN INITIATIVE MEASURE TO AMEND PROPOSITION R, MEASURE C, THE CITY OF <br /> RIVERSIDE'S GENERAL PLAN 2025 AND TITLE 19 (ZONING) OF THE RIVERSIDE <br /> MUNICIPAL CODE, AND REPEAL THE RANCHO LA SIERRA SPECIFIC PLAN TO <br /> PERMANENTLY PRESERVE THE LA SIERRA HILLS AS OPEN SPACE AND ALLOW <br /> RESTRICTED RESIDENTIAL DEVELOPMENT ON THE LA SIERRA LANDS. <br /> BALLOT SUMMARY <br /> This initiative measure seeks to amend the City of Riverside's General Plan 2025, amend <br /> Proposition R (1979) and Measure C (1987), amend Title 19 (Zoning) of the Riverside <br /> Municipal Code, repeal the Rancho La Sierra Specific Plan, permanently preserve the La Sierra <br /> Hills as public open space, and establish designations for limited residential development and <br /> permanent preservation of open space on the La Sierra Lands. <br /> The initiative measure seeks to amend Proposition R and Measure C by deleting the area defined <br /> as the La Sierra Lands from Proposition R and Measure C. <br /> The initiative seeks to amend the City of Riverside's General Plan 2025 by adding the land use <br /> designation of Open Space/Natural Resources to the La Sierra Hills, and designating La Sierra <br /> Lands as Medium Density Residential. The initiative would also amend various Objectives and <br /> Policies in the Land Use and Urban Design Element and the Open Space and Conservation <br /> Element to delete references to Proposition R and Measure C as it relates to the La Sierra Lands, <br /> to reference this initiative in their place, and to set forth a new vision for the Rancho La Sierra <br /> Specific Plan. <br /> The initiative seeks to amend Title 19 (Zoning) of the Riverside Municipal Code by adding two <br /> new zones, a Residential/Open Space Zone and an Open Space Zone. In the Residential/Open <br /> Space Zone, which would apply to La Sierra Lands, for each 1.6 acres developed, 1 acre shall be <br /> set aside for open space. The Residential/Open Space Zone limits development to no more than <br /> an average of 3.0 dwelling units per acre density spread across the entirety of each area zoned <br /> Residential/Open Space. The new Residential/Open Space Zone would allow a maximum of <br /> 1,950 residential homes on the La Sierra Lands, an increase in allowable density from the current <br /> Residential-Agricultural Zone, which allows one dwelling unit per five acres.
