As you will recall, on each of these <br />occasions we have respectfully declined to provide you with any information. That last time we <br />met regarding the tonnage issue, Harold Duffy, of your staff, informed me that he had to have the <br />collection data in order to put the refuse collection out to bid. Twenty years ago NEWCO <br />provided a detailed description of the customers and collection information to the city of <br />Riverside, we are still paying for that situation today. <br /> <br />Frank Melay, Assistant Public Services Manager for the city of Riverside, requested the same type <br />of information. What we did not know at the time was that he was taking the information and <br />using it to sell compaction units to our customers, substantially impacting our revenue. FurtheJl, <br />he was utilizing City employees to install the units. When this situation was brought to light the <br />City choose not to take any action. Melay was still under his one year probationary period, yet <br />the City did not fire him for several months after the probationary period. To further add to the <br />unbelievability of this, Melay was a former mob figure in the Federal Protected Witness program. <br />Twenty five City employees were involved in this scam orchestrated by Melay. Even though tb~s <br />was twenty years ago, the bitter taste of scandal lingers on. <br /> <br />With all due respect, NEWCO cannot provide you with this information. We have everything to <br />lose and nothing to gain. The status of the contract and the fact that Steve Berry of the Mayor"s <br />office is participating in meetings with the Mayor and NORCAL creates a very uneasy situation. <br />NORCAL is the same company that is under indictment in the San Bernardino County corruption <br />scandal. It is odd that the Mayor would agree to meet with a company that is under a FBI <br />
