<br />.ILJi'.J <br /> <br /> <br />June 8, 2000 <br /> <br />Honorable Mayor and City Council <br /> <br />Subject: LOCATION OF ATHLETIC FIELDS IN THE GREENBELT <br /> <br />The purpose of this letter is to address the Measure C Committee's position regarding the possible <br />location of athletic fields within the Greenbelt to replace park land that would be lost with <br />development of the Streeter Park site. On January 20, 2000, the Measure C Committee passed <br />a motion recommending to the City Council that no new park sites be located within the <br />Greenbelt. However, if a new park site is selected within the Greenbelt the Committee <br />recommended that it comply with the requirements of Proposition R and Measure C. On March <br />16, 2000 this motion was amended to recommend that no new park sites be located within the <br />Greenbelt. The Measure C Committee is concerned that the City is seriously considering <br />purchasing land within the Greenbelt that would be developed with athletic fields. The members <br />of the Committee strongly believe that the location of urban park sites such as soccer fields <br />within the Greenbelt has the potential to create significant traffic, noise, crime and other s(~rious <br />compatibility problems which would destroy the agricultural character of the area. <br /> <br />The Measure C Committee was established to help insure that the purposes and intent of Measure <br />C and Proposition R are carried out. As chairman of the Measure C Committee and member of <br />the Park and Recreation Commission, I believe that to comply with the requirements of <br />Proposition R and Measure C any park site allowed within the Greenbelt must be desigm:d for <br />passive recreational uses compatible with the agricultural character of the area.
