CITY OF RIVERSIDE <br /> REDEVELOPMENT AGENCY MEMORANDUM <br /> <br />Honorable Mayor & Agency Members <br /> <br /> Date: June 20, 2000 <br />Item No.: 4 <br /> <br />Subject: Request Authorization to Exercise the Agency's Option to Extend the Parking Management <br /> Agreement with Ampco System Parking <br /> <br />Background <br /> <br />For the last four years, Ampco System Parking, has provided parking management services to the downtown <br />parking lots and garages, as well as the Justice Center metered area. The existing Parking Management <br />Agreement with Ampco is for a three-year period, which commenced on July 1, 1996, expired on June 30, 1999, <br />and included the right to extend the Agreement thereafter on a year-to-year basis for a maximum of two years. <br />During the contract term, the Agency authorized several amendments, which include the management services of <br />the Justice Center metered parking area, an increase to Ampco's management fee, and other certain modifications <br />pertaining to their key personnel and pay ranges. <br /> <br />Current Issue <br /> <br />The Agreement with Ampco System Parking expires on June 30, 2000. Given that Ampco has provided excellent <br />service to the Agency and to our clients, Agency staff would like to request extending the Agreement for another <br />year. Based on the Scope of Services, the Agency has the option to extend the Agreement on a year-toqyear basis <br />for a maximum of two years, this extension concludes the Agency's options. <br /> <br />Analysis <br /> <br />On March 21, 2000, the Agency Board authorized the installation of card access and revenue control equipment to <br />facilitate efficient operations for better accountability in certain downtown municipal parking facilities. At <br />present, the revenue control equipment is being installed. It should be noted that Ampco System Parking has <br />played a vital role in the installation process. Agency staff will continue to create additional incentives for <br />Ampco System Parking to improve operations, services, increased net revenues to the Agency, and any other <br />measures designed to promote usage of the City' s parking facilities. <br /> <br />Fiscal Impact <br /> <br />No additional appropriation is necessary since the Agreement will not include an increase to Ampco's <br />management fee. The contract amount for fiscal year 2000-2001 will be $32,400. There are sufficient funds <br />available in the Parking Professional Services Account No. 2830810-421000 for the remainder of fiscal year <br />1999-2000 <br /> <br />Alternatives <br /> <br />The Agency may elect not to move forward with to the Parking Management Agreement at this time. However, <br />staff believes that Ampco has done very well in managing the Agency' s parking operations, providing services, <br />and increasing the net revenues to the Agency. <br /> <br />4-1 <br /> <br /> <br />
