• Chair Norman Powell inquired as to what a clearance background check is. Captain Wallace responded <br /> and indicated that a background check is performed on all Board and Commission Members, <br /> Volunteers and Information Technology employees that work within the Police Department. <br /> 2. Human Resources Board Standing Rules — Norman Powell, Chair <br /> • Chair Norman Powell presented the Standing Rules of the Human Resources Board for review and <br /> approval. Board Member Eibs motioned to approve the policy with the following revisions; section (7) <br /> item (D) change the term "members" to "membership." The motion was seconded by Board Member <br /> Melendez. The motion passed unanimously. <br /> 3. Review of Human Resources Personnel Policies and Procedure — Jeremy Hammond, Deputy Human <br /> Resources Director <br /> • Deputy Human Resources Director Jeremy Hammond presented the Board with two (2) policies for <br /> review and approval. The policies presented were Types of Positions, Appointments, and Status Dates <br /> in City Employment (1-3) and Overtime Compensation for Non-Safety Management Employees and <br /> Administrative Leave (11-6). <br /> • Board Member Melendez motioned to accept the policies as presented, with a second by Board <br /> Member Eibs. The motioned passed unanimously. <br /> 4. Summer Work Experience Program Update—Jeremy Hammond, Deputy Human Resources Director <br /> • Deputy Director Jeremy Hammond informed the Board that an outside Consultant is currently working <br /> on finding creative ways to fund and continue the Summer Work Experience Program. <br /> • Mr. Hammond asked the Board for contacts/resources to fund the Summer Work Program. <br /> 5. Confirmation Date and Location for Management Personnel Grievance - Jeremy Hammond, Deputy <br /> Human Resources Director <br /> • The date for the Hunter Personnel Grievance is scheduled for 1:00 p.m. May 13, 2013 in the Art Pick <br /> Council Chambers, City Hall. <br /> 6. Human Resources Director Updates - Rhonda Strout, Human Resources Director <br /> • Director Strout invited the Board to attend the Wellness Fair that is scheduled for May 22nd at City Hall <br /> in the Breezeway from 9:00 a.m. to 1:00 p.m. <br /> • Ms. Strout informed the Board that the City of Riverside has a partnership with Cal Baptist University <br /> that offers City employees a thirty percent tuition discount and classes held on-site. <br /> • Director Strout informed the Board that June is National Safety Month and the Human Resources <br /> Department is working on launching a city-wide Safety Campaign. <br /> • Employee Relations Officer Steven Espinoza provided a handout and review of the first quarter 2013 <br /> Labor and Employee Relations statistics. <br /> • Human Resources Director Rhonda Strout provided the Board with a verbal overview of separation <br /> statistics for the 1 st quarter of 2013. <br /> 7.
