IMPARTIAL ANALYSIS BY CITY ATTORNEY <br />City of Riverside Measure A <br />(Riverside Local Services and Clean Water Measure — Charter Section 1204.1) <br />If approved by a majority of the voters, this Measure would amend the Riverside City <br />Charter to include a new provision for the annual payment by the water utility into the <br />general fund in equal monthly installments of up to 11.5 percent of gross operating <br />revenues. <br />The general fund is the City's primary revenue account and the City Council budgets its <br />money each year for such City services as 9 -1 -1 response, police patrols, fire <br />protection, after - school programs for children, and services to seniors and the disabled. <br />The measure states that it is intended to protect these services and to protect clean <br />drinking water supplies from contamination. The funding will be reviewed annually by <br />independent public auditors. <br />This payment is already required by the Riverside City Charter but some have argued it <br />should be submitted to the voters for reapproval. This Measure, if approved by a <br />majority of the voters, would allow the payments to continue. <br />If this Measure is approved, the general fund will receive the payments from the water <br />fund. The Measure will not increase or decrease water rates. <br />This Impartial Analysis is hereby submitted to the Elections Official in conformance with <br />Section 9280 of the Elections Code of the State of California.
