2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />?.9 <br />Crrr ArropNEY's OFFrE <br />3900 MAN S'TREE'T' <br />RIVERSIDE, CA 92522 <br />(951) 826 -S567 <br />RESOLUTION NO. 22503 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />RIVERSIDE, CALIFORNIA I SUBMITTING TO THE QUALIFIED <br />ELECTORS OF THE CITY OF RIVERSIDE AN AMENDMENT TO THE <br />CHARTER OF THE CITY OF RIVERSIDE, AT THE MUNICIPAL <br />ELECTION OF JUNE 4, 2013. <br />WHEREAS, riverside voters have already voted three tunes in the past to amend the City <br />Charter to allow the City -owned water utility to transfer a fixed percentage of water fund revenues <br />into the City's General Fund, which provides essential funding for community services such as <br />police, fire, children's after- school programs, senior /disabled services, and local drinking water <br />quality and supply protection; and <br />WHEREAS, this pleasure reaffirms the previous actions of Riverside voters so that the City <br />can continue to exercise responsible budget practices as originally directed by voters and maintain <br />current funding for essential City services without increasing taxes; and <br />WHEREAS, the City of Riverside needs to continue to fund water programs that increase our <br />local supply of clean drinking water, allowing Riverside to remain water independent; and <br />WHEREAS, this measure does not increase water rates, and Riverside Public Utility water <br />uses will continue to have among the lowest water rates of any water utility in the Inland Empire; <br />I and <br />WHEREAS, <br />sixty percent <br />of all 9 -1 -1 <br />calls to the Riverside Fire <br />Department <br />require <br />emergency medical <br />attention, and <br />this funding <br />maintains rapid response <br />times of our <br />City's <br />paramedics, firefighters, and emergency medical workers who are the first to respond and save lives; <br />. 1 41 <br />WHEREAS, in recent years, Riverside has dramatically reduced crime and improved local <br />infrastructure in order to become a community where people desire to live and raise families, and <br />without this funding the City will be forced to cut some basic services and may be faced with more <br />gangs, graffiti and rundown streets; and <br />WHEREAS, Riverside County has almost 15,000 gang members, and this measure will allow <br />our City police department to continue to dedicate officers to ensuring that gang members and drug <br />dealers from nearby communities stay out of Riverside neighborhoods; and <br />WHEREAS, this measure ensures that over 4,000 City of Riverside children and y outh will <br />
