rOTY F,,VE,,,B,$1 City Council Memorandum <br /> TO: HONORABLE MAYOR AND CITY COUNCIL DATE: DECEMBER 18, 2012 <br /> FROM: POLICE DEPARTMENT ITEM NO: 34 <br /> WARDS: ALL <br /> SUBJECT: PURCHASE AND INSTALLATION OF EMERGENCY EQUIPMENT FOR <br /> TWELVE MARKED PATROL VEHICLES IN ACCORDANCE WITH <br /> PURCHASING RESOLUTION 21182, SECTION 201 (g) <br /> ISSUE: <br /> The issue for City Council consideration is authorization to purchase and install emergency <br /> equipment needed for 12 patrol vehicles. <br /> RECOMMENDATION: <br /> That the City Council approve the purchase and installation of emergency equipment for 12 <br /> patrol vehicles in the amount of $89,413.78 in accordance with Purchasing Resolution 21182, <br /> Section 201 (g). <br /> BACKGROUND: <br /> On November 27, 2012, the City Council approved the purchase of 13 Police Interceptor <br /> vehicles for use in the Police Department's marked patrol fleet. Twelve of these vehicles are <br /> designated for patrol and must be outfitted with emergency equipment including light bars, <br /> sirens, cages and seat restraints for prisoners. The remaining vehicle, assigned to the Canine <br /> Unit, will be outfitted with necessary Canine emergency equipment at a later date. <br /> On April 22, 2008, the Purchasing Services Manager solicited bids (Bid No. 6615) for <br /> emergency equipment to outfit patrol vehicles. West Coast Lights and Sirens was the lowest <br /> responsive bidder. Staff contacted West Coast Lights and Sirens who has agreed to hold the <br /> pricing from 2008 with no increase in labor or materials for the 12 patrol vehicles. Purchasing <br /> Resolution 21182, Section 201 (g) allows for the purchase of goods or services from a <br /> contractor who offers the same or better price as previously offered as the lowest responsible <br /> bidder under a competitive procurement. <br /> The Purchasing Services Manager concurs with the recommendation above. <br /> 34-1 <br />
