� City Council Memorandum <br /> C.itx'�I'drik &Ilano vat iot? <br /> TO: HONORABLE MAYOR AND CITY COUNCIL DATE: DECEMBER 18, 2012 <br /> FROM: PARKS, RECREATION AND COMMUNITY ITEM NO: 31 <br /> SERVICES DEPARTMENT <br /> WARD: 7 <br /> SUBJECT: RECREATIONAL TRAILS PROGRAM —SUBMITTAL OF GRANT APPLICATION <br /> TO CONSTRUCT JURUPA AVENUE TRAILHEAD FOR SANTA ANA RIVER <br /> TRAIL — SUPPLEMENTAL APPROPRIATION <br /> ISSUE: <br /> The issue for City Council consideration is approval to submit a grant application to the California <br /> Department of Parks and Recreation under the Recreational Trails Program for the Jurupa Avenue <br /> Trailhead on the Santa Ana River Trail. <br /> RECOMMENDATIONS: <br /> That the City Council: <br /> 1. Adopt a Resolution authorizing the submittal of a grant application for the Jurupa Avenue <br /> Trailhead for the Santa Ana River Trail under the provisions of the State of California, <br /> Department of Parks and Recreation; <br /> 2. Authorize the City Manager, or his designee, on behalf of the City, to make any <br /> non-substantive changes in documents and execute all necessary documents to implement <br /> the approval of the grant application; <br /> 3. Upon award of the grant, authorize an increase in revenue in the amount of $404,800 for <br /> the Jurupa Avenue Trailhead project and appropriate expenditures in the same amount in a <br /> project account assigned by the Finance Department, and <br /> 4. Upon award of the grant, authorize the appropriation of $40,000 from the Trails Fee <br /> Regional Development Impact (413 Fund) to a project account assigned by the Finance <br /> Department for the required City match. <br /> BACKGROUND: <br /> On July 6, 2012, the President signed the "Moving Ahead for Progress in the 21St Century Act", <br /> reauthorizing the Federal Highway Program and providing funds for the Recreational Trails <br /> Program (RTP) through September 30, 2014. Through a competitive process, the RTP provides <br /> funds for recreational trails and trails-related projects. The grant program is administered at the <br /> federal level by the Federal Highway Administration, and administered at the State level by the <br /> 31 -1 <br />
