TO: HONORABLE MAYOR AND CITY COUNCIL DATE: DECEMBER 18, 2012 FROM: PARKS, RECREATION AND COMMUNITY ITEM NO: 31 SERVICES DEPARTMENT WARD: 7 SUBJECT: RECREATIONAL TRAILS PROGRAM —SUBMITTAL OF GRANT APPLICATION TO CONSTRUCT JURUPA AVENUE TRAILHEAD FOR SANTA ANA RIVER TRAIL — SUPPLEMENTAL APPROPRIATION ISSUE: The issue for City Council consideration is approval to submit a grant application to the California Department of Parks and Recreation under the Recreational Trails Program for the Jurupa Avenue Trailhead on the Santa Ana River Trail. RECOMMENDATIONS: That the City Council: 1. Adopt a Resolution authorizing the submittal of a grant application for the Jurupa Avenue Trailhead for the Santa Ana River Trail under the provisions of the State of California, Department of Parks and Recreation; 2. Authorize the City Manager, or his designee, on behalf of the City, to make any non-substantive changes in documents and execute all necessary documents to implement the approval of the grant application; 3. Upon award of the grant, authorize an increase in revenue in the amount of $404,800 for the Jurupa Avenue Trailhead project and appropriate expenditures in the same amount in a project account assigned by the Finance Department, and 4. Upon award of the grant, authorize the appropriation of $40,000 from the Trails Fee Regional Development Impact (413 Fund) to a project account assigned by the Finance Department for the required City match. BACKGROUND: On July 6, 2012, the President signed the "Moving Ahead for Progress in the 21St Century Act", reauthorizing the Federal Highway Program and providing funds for the Recreational Trails Program (RTP) through September 30, 2014. Through a competitive process, the RTP provides funds for recreational trails and trails-related projects. The grant program is administered at the federal level by the Federal Highway Administration, and administered at the State level by the 31 -1
