EIR for the RTRP—Page 3 Staff has reviewed all submitted comments and appropriate responses to all comments are provided in the Final EIR (Attachment 4). The written responses to public agency comments were provided by the City to those commenting public agencies at least ten days prior to this meeting. Any clarifications requested by those who commented on the project do not result in significant new information or additional environmental impacts, but rather merely clarifies or enhances the information. Further, the Draft EIR has thoroughly analyzed impacts to all land uses/projects, even those that have recently been approved within the City of Jurupa Valley. Therefore recirculation is not required. In addition, staff has reviewed all comments received after the close of the public comment period, and specifically, after the Final EIR was published and available for public review. The late comments (Attachment 5) do not raise any new issues that have not already been adequately and thoroughly analyzed and addressed in the analysis portion of the EIR, in the Final EIR, as well as in the Responses to Comments. In response to comments received from Riverside County Transportation Department, identifying potential conflicts between the Project alignment and proposed interchange improvements at Interstate 15/Limonite Avenue, the alignment was adjusted and is reflected in an updated Attachment D in the Final EIR (Attachment 6). The adjustment of this alignment merely makes an insignificant modification, does not cause any impact that was not already identified and analyzed in the Draft EIR, and in fact, lessens the impact to the interchange. For additional background, please refer to the April 5, 2012 City Planning Commission staff report, recommended conditions and draft minutes.
