EIR for the RTRP—Page 3 <br /> Staff has reviewed all submitted comments and appropriate responses to all comments are <br /> provided in the Final EIR (Attachment 4). The written responses to public agency comments <br /> were provided by the City to those commenting public agencies at least ten days prior to this <br /> meeting. Any clarifications requested by those who commented on the project do not result in <br /> significant new information or additional environmental impacts, but rather merely clarifies or <br /> enhances the information. Further, the Draft EIR has thoroughly analyzed impacts to all land <br /> uses/projects, even those that have recently been approved within the City of Jurupa Valley. <br /> Therefore recirculation is not required. <br /> In addition, staff has reviewed all comments received after the close of the public comment <br /> period, and specifically, after the Final EIR was published and available for public review. The <br /> late comments (Attachment 5) do not raise any new issues that have not already been <br /> adequately and thoroughly analyzed and addressed in the analysis portion of the EIR, in the <br /> Final EIR, as well as in the Responses to Comments. <br /> In response to comments received from Riverside County Transportation Department, <br /> identifying potential conflicts between the Project alignment and proposed interchange <br /> improvements at Interstate 15/Limonite Avenue, the alignment was adjusted and is reflected in <br /> an updated Attachment D in the Final EIR (Attachment 6). The adjustment of this alignment <br /> merely makes an insignificant modification, does not cause any impact that was not already <br /> identified and analyzed in the Draft EIR, and in fact, lessens the impact to the interchange. <br /> For additional background, please refer to the April 5, 2012 City Planning Commission staff <br /> report, recommended conditions and draft minutes. <br /> FISCAL IMPACT: <br /> There is no fiscal impact associated with certification of the Final EIR. <br /> Prepared by: David H.
