C TY G7pF ( rye r�ry� <br /> y y ,. � ,S � � City Council Memorandum <br /> l..:w�,ly 4, <br /> TO: HONORABLE MAYOR AND CITY COUNCIL DATE: DECEMBER 18, 2012 <br /> FROM: PUBLIC UTILITIES DEPARTMENT ITEM NO: 6 and 13 <br /> WARDS: 1, 3, 5, 6 and 7 <br /> SUBJECT: ENVIRONMENTAL IMPACT REPORT FOR THE RIVERSIDE TRANSMISSION <br /> RELIABILITY PROJECT <br /> ISSUE: <br /> The issue for City Council consideration is certification of an Environmental Impact Report for <br /> the Riverside Transmission Reliability Project (RTRP) consisting of the construction of a <br /> double-circuit 230 kV transmission line; installation of 69 kV subtransmission lines; installation <br /> of two new substations on one site owned by the City; improvements to existing 69 kV <br /> substations; relocation and undergrounding of existing distribution lines; and installation of new <br /> telecommunication lines and approval of the same. <br /> RECOMMENDATIONS: <br /> That the City Council: <br /> 1. Adopt the attached Resolution (Attachment 3) certifying that the Final Environmental <br /> Impact Report for the Riverside Transmission Reliability Project: (a) has been <br /> completed in compliance with the California Environmental Quality Act (CEQA) (Public <br /> Resources Code § 21000 et seq.); (b) was presented to the City Council and the City <br /> Council reviewed and considered the information contained in the Final EIR prior to <br /> approving the Project; and (c) reflects the City's independent judgment and analysis, <br /> and making certain findings of fact; <br /> 2. Adopt the Findings of Fact attached to the Resolution as Exhibit "A"; <br /> 3. Adopt a Statement of Overriding Considerations, Exhibit "B" to the attached Resolution; <br /> and <br /> 4. Adopt the Mitigation Monitoring and Reporting Program attached to the Resolution as <br /> Exhibit "C"; <br /> 5. Concur with the findings contained in the Final Environmental Impact Report, the <br /> attached Resolution, and the administrative record; <br /> 6-1 <br />
