CWAN'OF <br /> 1 SIDE <br /> ;r,ty, � . ,��, City Council Memorandum vation <br /> TO: HONORABLE MAYOR AND CITY COUNCIL DATE: December 18, 2012 <br /> FROM: CITY ATTORNEY ITEM NO: 17 <br /> CITY CLERK <br /> WARDS: ALL <br /> SUBJECT: MAYOR AND COUNCILMEMBER SALARY REVIEW <br /> ISSUE: <br /> The issue presented for consideration by the City Council is a review of the compensation, <br /> including salary and fringe benefits, of the Mayor and the Members of the City Council pursuant <br /> to Section 403 of the Riverside City Charter. <br /> RECOMMENDATION: <br /> That the City Council set a public hearing for January 8, 2013, at 7 p.m., in order to review the <br /> compensation of the Mayor and Members of the City Council as required by the Riverside City <br /> Charter. <br /> BACKGROUND: <br /> On November 2, 2004, the voters of the City of Riverside approved Measure EE which <br /> amended Section 403 of the Riverside City Charter. Measure EE eliminated the Mayor and City <br /> Council Members' Salary Commission and requires the City Council, in January of every odd <br /> numbered year, to review the compensation, including salary and benefits, of the Mayor and <br /> City Council Members. Any increase in salary for the Mayor and/or members of the City Council <br /> may not exceed five percent of their then-existing salary. Compensation shall be fixed by <br /> ordinance, adopted by not fewer than five affirmative votes of the City Council, after a noticed, <br /> public hearing, notice of which has been given by publication by at least fourteen (14) days prior <br /> to such hearing. <br /> FISCAL IMPACT: <br /> There is no fiscal impact associated with the City Council setting this matter for a public hearing <br /> in compliance with the Riverside City Charter. <br /> Prepared by: Gregory P.
