'People Serving <br /> People" <br /> <br />CITY OF RIVERSIDE <br /> <br />CITY COUNCIL/AGENCY MEMORANDUM <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br />AND REDEVELOPMENT AGENCY <br /> <br />DATE: May 16, 2000 <br />ITEM NO.: 16 <br /> <br />SUBJECT: <br /> <br />APPROVAL OF AMENDMENT TO LEGAL SERVICES AGREEMENT WITH <br />VAN BLARCOM, LEIBOLD, McCLENDON & MANN AS SPECIAL COUNSEL <br />TO THE CITY AND EXTENDING THE PERIOD FOR PERFORMANCE <br /> <br />BACKGROUND: <br /> <br />On July 27, 1999, the Redevelopment Agency Board of the City of Riverside approved the addition of the <br />Law Firm of Van Blarcom, Leibold, McClendon & Mann to the Redevelopment Law Firm panel for legal <br />services through June 30, 2000, relative to housing related redevelopment projects during the 1999/2000 <br />fiscal year. <br /> <br />During the last year, the Agency has used the services of this law firm for the redevelopment projects relative <br />to the Goldware Senior Housing project, the Mission Village Housing Program, and the housing project at <br />First and Market. T~vo of these projects involve the use of HOME Partnerships Investment Funds which <br />are allocated to the City of Riverside by the U.S. Department of Housing and Urban Department. These <br />funds are administered by the Development Department and not by the Redevelopment Agency, therefore, <br />it is necessary to add the Van Blarcon, Leibold, McClendon & Mann law firm to the panel for the City of <br />Riverside to permit payment for these legal services from the appropriate City account. <br /> <br />In addition, the Development Department has been pleased with the legal work in the housing area which <br />has been performed by this firm, therefore, it is requested that the term for performance of legal services be <br />amended to be on an open-ended basis to permit these legal services to continue for the housing related <br />projects from both the City and the Redevelopment Agency. There is no proposal to change any of the other <br />terms of retention of this la~v firm. <br /> <br />FISCAL IMPACT: <br /> <br />Funds for outside legal services of this nature are included in the Development Department's Project Areas <br />Budget's for FY 1999/2000. There are sufficient funds available for these services as detailed above. <br /> <br />ALTERNATIVES: <br /> <br />None recommended. Services are necessary to conduct redevelopment and City housing business. <br /> <br />RECOMMENDATION: <br /> <br />1.
