CITY OF RIVERSIDE <br />REDEVELOPMENT AGENCY MEMORANDUM <br /> <br />Honorable Mayor & Agency Members <br /> <br />Date: May 16, 2000 <br />Item No.: 2 <br /> <br />Subject: Request to Award Bid No. 5719 for Building Demolition and Lot Clearance at 3570 <br /> Ninth Street (Schacker Building) and 3960/3964 Orange Street (Jimenez Building) <br /> <br />Background <br /> <br />On January 19, 1999, the Redevelopment Agency entered into a Ground Lease Agreement with the <br />Riverside County Board of Law Library Trustees for the construction of an interim parking lot at the <br />southeast comer of Ninth and Orange Streets. The project includes razing and removing the Schacker <br />and Jimenez buildings from the premises and constructing an interim parking lot to provide additional <br />public parking spaces in that area of the downtown. <br /> <br />The parking lot will consist of approximately 135 parking spaces used for monthly permit parking. It <br />is anticipated that the Parking Authority, or its representative, will manage the parking lot during the <br />lease period and maintain it under the parking system improvement program. <br /> <br />During the last thirteen months, several elements of the project have been completed, including the <br />asbestos and lead base paint assessment, and an historical evaluation of both buildings. Requirements <br />from the Cultural Heritage Board have also been completed, such as preparation of a Phase I <br />Environmental Investigation and HABS photographic documentation of the Jimenez building. <br /> <br />On March 7, 2000, the Agency approved staff's recommendation to reject all bids and rebid the project <br />based upon the opinion of the City' s Legal Department, Purchasing Department, Public Works <br />Department and Development Department who determined that it would be in the Agency's best interest <br />to reject all bids and rebid the project calling out the environmental abatement work as a specialty item. <br /> <br />Current Issue <br /> <br />On April 5, 2000, the City's Purchasing Department received eight (8) bids on behalf of the Agency (see <br />attached Bid Tabulation Sheet). The project includes the following activities: <br /> <br />· The abatement and proper disposal of asbestos-containing materials (ACMs); <br /> <br />· The demolition of two buildings and lot clearing; and <br /> <br />· The backfill and compaction of the basement. <br /> <br />The low bid, which was submitted by Total Environmental Industries, Inc., has been determined by City <br />staff to be "non-responsive" as they would only be doing 41% of the work with their own workforce. <br />The bid document requires the contractor to perform with its own organization, contract work <br />amounting to at least 50 percent of the contract price. <br /> <br />The second low bid submitted by Fresh Air Environmental Services, Inc., was also "non-responsive" as <br />the bidder does not currently hold the proper contractors license CC-21" - Building, Moving and <br />Demolition) to do this work as required by the Contractors State License Board and by the bid <br />documents. <br /> <br />Staff has determined that the third bidder, Clauss Construction has submitted a "responsive" and <br />"responsible" bid for $159,000. <br /> <br />2-1 <br /> <br /> <br />
