CITY Of <br />KIVERSIDE <br />pity °, Unr ovation City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: December 11, 2012 <br />FROM: COMMUNITY DEVELOPMENT DEPARTMENT ITEM NO: 33 <br />WARD: 1 <br />SUBJECT: PLANNING CASES P11 -0329 (CU) AND P11 -0330 (DR) — PROPOSAL BY THE <br />RIVERSIDE COUNTY TRANSPORTATION COMMISSION FOR A PASSENGER <br />RAIL STATION ON THE METROLINK PERRIS VALLEY LINE — <br />MARLBOROUGH AVENUE AT RUSTIN AVENUE <br />ISSUE <br />The issue for City Council consideration is a proposal by Edda Rosso, on behalf of the Riverside <br />County Transportation Commission, to consider a Conditional Use Permit for the establishment of <br />a passenger rail station and the Design Review of a plot plan and elevations for the passenger <br />rail station and surface parking lot on a currently vacant site totaling approximately 9.37 acres, at <br />1105 Marlborough Avenue situated on the northerly side of Marlborough Avenue, between Iowa <br />Avenue and Northgate Street, in the in the BMP -SP - Business and Manufacturing Park and <br />Specific Plan (Hunter Business Park) Overlay Zones. <br />RECOMMENDATIONS <br />That the City Council: <br />Determine the proposed project will not have a significant effect on the environment based <br />on the findings set forth in the Environmental Impact Report (EIR) for the Perris Valley <br />Line, approved and certified by the Riverside County Transportation Commission on July <br />25, 2011, pursuant to Section 15162(x) of the California Environmental Quality Act (CEQA) <br />Guidelines; and <br />2. Approve Planning Cases P11 -0329 and P11 -0330 based on and subject to the Planning <br />Commission findings and recommended conditions found in the attached staff report. <br />STAFF /PLANNING COMMISSION RECOMMENDATIONS: <br />Staff recommended approval subject to recommended conditions of approval. On October 18, <br />2012, the City Planning Commission recommended approval of Planning Cases P12 -0329 and <br />P11 -0330 by a vote of 7 ayes, 0 noes and 0 abstentions, with modifications to staff recommended <br />conditions. <br />33 -1 <br />
