In Costa Mesa City <br /> Employees'Association v. City of Costa Mesa, the Court of Appeal concluded that general law <br /> cities may not contract for services without specific authorization in state law. The court <br /> concluded that state law did not authorize Costa Mesa to contract out for certain services as the <br /> city was proposing to do. The Supreme Court refusal to hear the case leaves the Court of Appeal <br /> decision intact.
