E I�'�� City Council Memorandum <br /> 0r�,4 flits&hmovat ion <br /> TO: HONORABLE MAYOR AND CITY COUNCIL DATE: December 11, 2012 <br /> FROM: PUBLIC WORKS DEPARTMENT ITEM NO: 41 <br /> WARD: 3 <br /> SUBJECT: CROWELL AVENUE ESTABLISHMENT OF NO PARKING ZONE—RESOLUTION <br /> ISSUE: <br /> The issue for City Council consideration is establishment of a No Parking zone on the west side of <br /> Crowell Avenue from Magnolia Avenue to Helena Avenue (South). <br /> RECOMMENDATION: <br /> That the City Council: <br /> 1. Adopt a resolution to establish a "No Parking Any Time" zone on the west side of Crowell <br /> Avenue from Magnolia Avenue to Helena Avenue (South); and <br /> 2. Authorize and direct the Traffic Engineer to revise the specific pages of the Master Parking <br /> Schedule necessary to incorporate the amendment and distribute the revised pages to the <br /> appropriate personnel with directions to delete the original pages and insert the revised <br /> pages in the appropriate tables. <br /> COMMISSION RECOMMENDATION: <br /> On November 7, 2012, the Transportation Board reviewed this matter; 8 of 12 members were <br /> present. The Board voted unanimously to recommend establishment of a No Parking zone on the <br /> designated segment of Crowell Avenue. <br /> BACKGROUND: <br /> Crowell Avenue is a residential Street with a 17 ft. southbound lane and a 20 ft. northbound lane <br /> separated by a raised landscaped median. It has recently been reported that large utility trucks and <br /> emergency vehicles are having difficulty entering Crowell Avenue to perform routine repairs and <br /> provide emergency services due to the width of the southbound lane. The street has large trees <br /> (see attachment)which are offset in the median and very close to the southbound lane. Inaddition, <br /> vehicles from the multi-family housing park on Crowell Avenue in the first block. <br /> The combination of a narrow lane, parked vehicles and the trees in the median make it difficult for <br /> larger utility trucks, trash trucks, and fire equipment to pass by parked vehicles.
