<br /> SUBJECT: ANNUAL MOWING AND EDGING SERVICES AT VARIOUS CITY PARKS
<br /> ISSUE:
<br /> The issue for City Council consideration is approval of an Agreement with Inland Empire
<br /> Landscape, Inc. to provide annual mowing and edging services at various City parks.
<br /> RECOMMENDATIONS:
<br /> That the City Council:
<br /> 1. Approve an Agreement with Inland Empire Landscape, Inc., of San Bernardino, California,
<br /> for annual mowing and edging services at various City parks covering the period of January
<br /> 1, 2013 through December 31, 2013, in an amount not-to-exceed $96,600; and
<br /> 2. Authorize the City Manager, or his designee, to execute extensions as provided for in the
<br /> Agreement so long as the annual compensation does not increase.
<br /> BACKGROUND:
<br /> On October 10, 2012, the Parks, Recreation and Community Services Department posted a
<br /> Request for Proposals for Annual Mowing and Edging Services of Various City Parks (RFP No.
<br /> 1355) on the City's website. Six companies attended the non-mandatory pre-bid meeting held on
<br /> October 18, 2012. On October 26, 2012, proposals were received from five companies. The
<br /> Purchasing Services Manager and staff from the Parks Division reviewed proposals for format and
<br /> content, including qualifications, experience, equipment and price. A short list was prepared and
<br /> interviews were conducted with the top two companies—Azteca Landscape of Ontario and Inland
<br /> Empire Landscape, Inc. of San Bernardino. Based on the interviews and evaluation of the
<br /> proposals, staff entered into contract negotiations with Inland Empire Landscape, Inc.
<br /> Under the proposed Agreement and the provisions of RFP No. 1355, Inland Empire will be
<br /> responsible for providing mowing and edging services at the following parks: Bobby Bonds,
<br /> Bordwell, Bryant, Carlson, EI Dorado, Fairmount and Villegas. The Agreement is for the period of
<br /> January 1, 2013 through December 31, 2013, at a monthly rate of $8,050.
<br /> The Purchasing Services Manager concurs with the recommendation above.
