SPA -1 -878 <br />1 RESOLUTION NO. 17353 <br />2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE, <br />CALIFORNIA, AMENDING THE CANYON SPRINGS SPECIFIC PLAN AND THE <br />3 LAND USE ELEMENT OF THE RIVERSIDE GENERAL PLAN PURSUANT TO THE <br />FINDINGS AND CONDITIONS OF CASE SPA -1 -878. <br />4 <br />5 WHEREAS, the Environmental Protection Commission of the City of Riverside, <br />6 California, considered a proposed amendment to the Canyon Springs Specific Plan and the Land <br />7 Use Element of the Riverside General Plan (Case SPA -1 -878 ) at its meeting and determined that <br />8 the approval of Case SPA -1 -878 will not have a significant effect on the environment; and <br />9 WHEREAS, the Planning Commission of the City of Riverside, California, advertised for <br />14 and held a public hearing to consider Case SPA -1 -878 and recommended to the City Council that <br />11 Case SPA -1 -878 be approved; and <br />12 WHEREAS, the City Council of the City of Riverside, California, advertised for and held <br />13 public hearings on December 22, 1987, June 14, 1988, and March 14, 1989 to consider Case <br />14 SPA -1 -878; <br />15 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Riverside, <br />16 California, that the City Council finds as follows: <br />17 1. It is in the public interest to amend the Canyon Springs Specific Plan and the Land <br />18 Use Element of the Riverside General Plan as more particularly described below. <br />19 2. The amendment will not have a significant effect on the environment. <br />20 BE IT FURTHER RESOLVED that the City Council determined that (a) none of the <br />21 circumstances which would require the preparation of a subsequent Environment Impact Report <br />22 (EIR) (CEQA Guidelines section 15162) apply; (b) only minor technical changes or additions in the <br />23 form of a revised project description incorporating the portions of the revised Specific Plan are <br />24 necessary to make the previous EIR adequate for this proposal under CEQA; and (c) the revisions <br />25 made by the addendum do not raise important new issues about significant impacts on the <br />26 environment or the severity of such impacts - -the decision being supported by substantial evidence in <br />27 the report and the following findings: (1) The proposed amendments to the Specific Plan and the <br />Note: Ronald Loveridge was not Mayor on <br />City Attorney's Office 1- 16 -90.
