1 RESOLUTION NO. 19616 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE, CALIFORNIA, AUTHORIZING THE TEMPORARY CLOSURE OF 3 GLENWOOD DRIVE BETWEEN SAN ANDREAS AVENUE AND GREGORY ROAD TO THROUGH TRAFFIC PURSUANT TO THE PROVISIONS OF 4 SECTION 21101.4 OF THE CALIFORNIA VEHICLE CODE. 5 The City Council of the City of Riverside, California does resolve as follows: 6 WHEREAS, illegal dumping, loud drinking parties, intimidation of residents and other 7 undesirable activities have occurred over a long period of time on Glenwood Drive between San 8 Andteas and Gregory Road, and 9 WHEREAS, Section 21101.4 of the Vehicle Code of the State of California authorizes a 10 local jurisdiction to temporarily close to through traffic highways under its jurisdiction subject to 11 adoption of rules and regulations, holding of a public hearing and certain findings being made; and 12 WHEREAS, the City Council of the City of Riverside adopted Resolution No. 18243 13 establishing rules and regulations fbr temporarily closing to through traffic a highway under its 14 jurisdiction; and 15 WHEREAS, Resolution No. 18243 provides that prior to ordering the temporary closure of a 16 highway or portion thereof% the City Council shall receive and consider the recommendation of the 17 Chief of Police concerning the serious and continual criminal activity in, along or at the: end of said 18 highway which is recommended fbr temporary closure; and 19 WHEREAS, Resolution No. 18243 further provides that prior to ordering the temporary 20 closure of a highway or portion thereof; the City Council shall receive and consider the 21 determinations of the Public Works Director in consultation with the Planning Department that (1) 22 the proposed highway may be temporarily closed as shown on a map, diagram or drawing prepared 23 and submitted by the Public Works Department; (2) the real property adjacent to the highway or 24 portion thereof which is recommended for temporary closure has been physically inspected; (3) the 25 real property adjacent to the highway or portion thereof is undeveloped; (4) the highway or portion 26 thereof is not presently necessary to provide access to adjacent or any other real property; and (5) the 27 specific location where said highway shall be temporarily closed will not cause traffic or circulation City Attorney's Office 3900 Main Street Riverside, CA 92522 {909) 782-5567
