1 RESOLUTION NO. 19616 <br /> <br /> 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE, <br /> CALIFORNIA, AUTHORIZING THE TEMPORARY CLOSURE OF <br /> 3 GLENWOOD DRIVE BETWEEN SAN ANDREAS AVENUE AND GREGORY <br /> ROAD TO THROUGH TRAFFIC PURSUANT TO THE PROVISIONS OF <br /> 4 SECTION 21101.4 OF THE CALIFORNIA VEHICLE CODE. <br /> <br />5 The City Council of the City of Riverside, California does resolve as follows: <br />6 WHEREAS, illegal dumping, loud drinking parties, intimidation of residents and other <br />7 undesirable activities have occurred over a long period of time on Glenwood Drive between San <br />8 Andteas and Gregory Road, and <br />9 WHEREAS, Section 21101.4 of the Vehicle Code of the State of California authorizes a <br />10 local jurisdiction to temporarily close to through traffic highways under its jurisdiction subject to <br />11 adoption of rules and regulations, holding of a public hearing and certain findings being made; and <br />12 WHEREAS, the City Council of the City of Riverside adopted Resolution No. 18243 <br />13 establishing rules and regulations fbr temporarily closing to through traffic a highway under its <br />14 jurisdiction; and <br />15 WHEREAS, Resolution No. 18243 provides that prior to ordering the temporary closure of a <br />16 highway or portion thereof% the City Council shall receive and consider the recommendation of the <br />17 Chief of Police concerning the serious and continual criminal activity in, along or at the: end of said <br />18 highway which is recommended fbr temporary closure; and <br />19 WHEREAS, Resolution No. 18243 further provides that prior to ordering the temporary <br />20 closure of a highway or portion thereof; the City Council shall receive and consider the <br />21 determinations of the Public Works Director in consultation with the Planning Department that (1) <br />22 the proposed highway may be temporarily closed as shown on a map, diagram or drawing prepared <br />23 and submitted by the Public Works Department; (2) the real property adjacent to the highway or <br />24 portion thereof which is recommended for temporary closure has been physically inspected; (3) the <br />25 real property adjacent to the highway or portion thereof is undeveloped; (4) the highway or portion <br />26 thereof is not presently necessary to provide access to adjacent or any other real property; and (5) the <br />27 specific location where said highway shall be temporarily closed will not cause traffic or circulation <br /> <br />City Attorney's Office <br />3900 Main Street <br />Riverside, CA 92522 <br />{909) 782-5567 <br /> <br /> <br />
