Roberts, the Mayor and City Council by <br /> paper ballot appointed Mr. Roberts to the Ward 6 seat on the Board of Public <br /> Utilities for a term ending March 1, 2013. <br /> RECESS <br /> The City Council recessed at 1:42 p.m. and reconvened at 2:05 p.m. in the <br /> Art Pick Council Chamber with Mayor Loveridge presiding. <br /> PRESENTATION <br /> COMPLETION COUNTS <br /> Following discussion and without formal motion the City Council received and <br /> filed the Completion Counts update. <br /> Councilmember Melendrez left the meeting at this time. A <br /> PUBLIC HEARING <br /> CASES P12-0019, P12-0156, AND P12-0158 - CONDITIONAL USE <br /> PERMIT - RIVERWALK/FLAT ROCK- RESOLUTION <br /> Hearing was called to consider a request by Steve Whyld on behalf of <br /> Saterbros to consider (1) a Specific Plan Amendment to revise the La Sierra <br /> University Specific Plan to allow vehicle fuel stations and wash facilities within <br /> Subarea 513; (2) a conditional use permit to establish a 3,600-square-foot <br /> vehicle fuel station (canopy) and 1,297-square-foot vehicle wash facility; and <br /> (3) design review of plot plan and building elevations and including a <br /> 2,400-square-foot convenience market and a 3,496-square-foot outdoor <br /> dining area on a vacant approximately 1.17-acre pad site within the Riverwalk <br /> Retail and Office Complex, situated on the northwest corner of Riverwalk <br /> Parkway and Flat Rock Drive in the CR - SP - Commercial Retail and Specific <br /> Plan (La Sierra University) Overlay Zones. No one spoke on the matter. The <br /> public hearing was officially closed. Following discussion, the City Council <br /> (1) determined the proposed project will not have a significant effect on the <br /> environment based upon the findings set forth in the case record and adopted <br /> 98-52 <br />
