<br /> SUBJECT: LIABILITY CLAIMS ADMINISTRATION SERVICES
<br /> ISSUE:
<br /> The issue for City Council consideration is approval of a Professional Consultant Services
<br /> Agreement with Carl Warren & Company for the five-year period of September 1, 2012, through
<br /> June 30, 2017, for liability claims administration services.
<br /> RECOMMENDATION:
<br /> That the City Council Approve the Professional Consultant Services Agreement with Carl Warren
<br /> & Company, covering the term of the agreement from September 1, 2012, through June 30, 2017,
<br /> for liability claims administration services.
<br /> BACKGROUND:
<br /> The City of Riverside, being essentially self-insured for most liability claims, uses a third party
<br /> administrator("TPA")to assist with the administration of its claims processing. The administrative
<br /> functions performed by the TPA include claims adjusting, statistical reporting, and other related
<br /> functions. The current firm's contract was initially awarded in 2006 for three years and was
<br /> renewed in 2009 for three additional years through August 31, 2012. During this last contract
<br /> period, the firm initially contracted with, Ward North America, LP, was ultimately acquired by a
<br /> competitor and is now known as Carl Warren & Company providing the same liability claims
<br /> administration services. The staff with which the City has worked extremely well for many years,
<br /> were all retained by Carl Warren & Company in their Riverside office and will remain the City's
<br /> primary point of contact.
<br /> A Request for Proposal process was utilized to identify a firm to serve as the City's TPA. That
<br /> process culminated with Carl Warren & Company's selection as the recommended provider for
<br /> TPA services associated with liability claims. The negotiated pricing is consistent with what has
<br /> been paid in past years, as well as the staff assigned to the City account are well known by City
<br /> staff and have done an excellent job for many years. Based on these considerations, the contract
<br /> is being recommended for award to Carl Warren & Company.
