CITY OF RIVERSIDE <br /> REDEVELOPMENT AGENCY MEMORANDUM <br /> <br />Honorable Mayor & Agency Members <br /> <br /> Date: March 21, 2000 <br />Item No.: 7 <br /> <br />Subject: Request to Amend Rate and Operating Hour Schedule for Downtown Parking Facilities <br /> <br />Background <br /> <br />On April 6, 1999, the Agency adopted Resolution No. 657 approving a new Downtown Parking Rate and Hour <br />Schedule CSchedule") for Agency administered downtown parking facilities. The Schedule is subject to change <br />from time to time in order to address parking issues as they arise. <br /> <br />The current request to amend the Schedule results from analyses of the following specific operational issues: <br /> <br />· The cost disparities between the revenue and operational costs for staffing Garage 5 between the hours of <br /> midnight and 6 a.m. seven days a week. <br /> <br />· A proposal for eliminating the group discounted rate and increasing the visitors, reserved and monthly <br /> parking rates in parking structures and parking lots. <br /> <br />Analysis <br /> <br />Garage 5: Ampco System Parking continues to review ways to increase revenues by decreasing the Agency's <br />expenses. During the month of April 1999, Ampco surveyed the usage of Garage 5 during the hours of midnight <br />and 6 a.m., seven days a week. The total revenue collected during this time period was $147. On the other hand, <br />staffing these hours cost the Agency approximately $1,650 per month. Garage 5 is currently a 24-hour parking <br />facility. At the direction of the Downtown Parking Committee (DPC), Ampco was asked to survey Garage 5 <br />during the month of August. On September 9, 1999, staff presented the results of Ampco's survey, which <br />revealed that revenues increased from $147 to $509. In addition, staffing costs for Garage 5 for the month of <br />August were $1,902, a loss to the Agency of $1,393. DPC member Dee Gipson-Jimenez requested that this <br />matter be continued until the new Mission Inn Parking Lease took effect at the end of December 1999. The DPC <br />concurred. <br /> <br />At the DPC meeting in February 2000, the DPC approved decreasing the staff hours in Garage 5. This would <br />change Garage 5 from 24 hour to 6 a.m. and midnight Sunday through Thursday, and 6 a.m. and 2:30 a.m. Friday <br />and Saturday. As a result of the decrease in staff hours, the Agency will save approximately $20,000 in operation <br />expenses per year. <br /> <br />Rate Increase Recommendations: For the past several months, the DPC has been reviewing equitable rates <br />throughout the City of Riverside in order to propose a fair rate increase recommendation for downtown municipal <br />parking facilities. The proposed rate increase would eliminate the group discount (10 or more spaces per month <br />paid with one check) and raise other rates as outlined below: <br /> <br />Current Monthly Rates <br /> <br />Individual Rate: $25.00 <br /> <br />Group Rate: $20 (equals 25% discount) <br /> <br />Surface Parking Lots <br /> <br />' Proposed Monthly Rates <br /> <br />Individual Rate: $25.00 <br />No Group Rate <br /> <br />The above proposal provides for the elimination of the discounted group rate, but does not effect the cost of the <br />individual rate. Therefore, the parking rate for all users would be $25 per month, resulting in a 25% increase to <br />group rate participants. <br /> <br />7-1 <br /> <br /> <br />
