The Pledge of Allegiance was given to the Flag. PRESENTATION City Manager Scott Barber introduced newly appointed Community Development Director Al Zelinka. PUBLIC HEARING CASES P12-0021, P12-0022, P12-0072, P12-0073, AND P12-0074 - GENERAL PLAN AMENDMENT - REZONING - 3990 REYNOLDS - ORDINANCE INTRODUCED - RESOLUTION Hearing was called to consider a General Plan Amendment to change the land use designation from C - Commercial to MHDR - Medium High Density Residential, rezoning the subject property from the O -S-4 - Office and Height of Buildings (4 stories) Overlay Zones to the R-3-3000 - Multiple Family Residential Zone, Site Plan and Design Review for plot plan and building elevations, and a Tentative Parcel Map to establish two lots for financing purposes in conjunction with a proposed 102 -unit affordable apartment complex, including eight two-story buildings, community center, various recreational amenities, and 197 parking spaces on an approximately 9.7 -acre site located at 3990 Reynolds Road. Two people spoke regarding the matter. Two letters were presented and considered. The public hearing was officially closed. Following discussion, the City Council (1) determined the proposed project will not have a significant effect on the environment based upon the findings and mitigation measures set forth in the case record and adopted a Mitigated Negative Declaration; (2) adopted a Mitigation Monitoring or Reporting Program (MMRP) pursuant to Section 21081.6 of California Environmental Quality Act (CEQA); (3) approved Cases P12-0021, P12- 0022, P12-0072, P12-0073, and P12-0074 based on and subject to the Planning Commission findings and recommended conditions as outlined in the written staff report; (4) introduced the appropriate rezoning ordinance; and (5) adopted a resolution to amend the General Plan; whereupon, an ordinance entitled "An Ordinance of the City of Riverside, California, Amending the Zoning Map of the City of Riverside Pursuant to Chapter 19.090 of the Riverside Municipal Code by Rezoning Land From Zones CR -SP and O -S -R -SP to Zone R -3 -3000 -SP", was presented and introduced; 97-298
