No one spoke on the matter. The public <br />hearing was officially closed. Following discussion, the City Council <br />(1) determined the proposed project will not have a significant effect on the <br />environment based upon the findings set forth in the case record and adopted <br />a Negative Declaration; (2) approved Case P11-0543 based on and subject <br />to the Planning Commission findings and recommended conditions as <br />outlined in the written staff report; and (3) adopted a resolution and instructed <br />the City Clerk that it is not to be recorded until all conditions have been met; <br />whereupon, the title having been read and further reading waived, Resolution <br />No. 22383 of the City Council of Riverside, California, Making its Findings <br />and Determinations in the Matter of Resolution of Intention No. 22376; and <br />Making its Order Vacating a Portion of the Public Right -of -Way Situated <br />Motion <br />X <br />Along the Frontage of 7431 and 7451 Magnolia Avenue, in Riverside, <br />Second <br />X <br />California, was presented and adopted. <br />All Ayes <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />There were no comments at this time. <br />CLOSED SESSION <br />The City Council recessed to the City Council Board Room for a closed <br />session pursuant to Government Code §54956.9(a) to confer with and/or <br />receive advice from legal counsel concerning Donna Dupree v.
