rill <br />CITY OF <br />RJVERSIDE <br />City Council Memorandum <br />City q'Arts & Innovation <br />'lllIII II IIIIIIIIIII II IIIIIIIIIIIII IIIIII II IIIIIIIIIIIII II IIIIIIIIIII IIIIIIII II IIIIIIIIIII II II IIIIIIIIIIIIIII II IIIIIIIIIII II II IIIIIIIIIIIIIII II IIIIIIIIIII II IIIIIIIIIIIII II IIII II IIIIIIIIIIIII II IIIIIIIIIII III IIIIIIIIIII II II IIIIIIIIIII II IIIIIIIII II IIIIIIIIIII II II IIIIIIIIIIIIIIIIIIIIII II IIIIIIIIIII II II I <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: April 24, 2012 <br />FROM: PUBLIC WORKS DEPARTMENT ITEM NO: 26 <br />WARDS: 2 <br />SUBJECT: BID NO. 7044 - MOBILE SOURCE AIR POLLUTION REDUCTION REVIEW <br />COMMITTEE (MSRC) SIGNAL INTERCONNECT IMPROVEMENT PROJECT - <br />CONTRACT AWARD <br />ISSUE: <br />The issue for City Council consideration is award of a construction contract to establish traffic signal <br />communications between the City of Riverside and City of Moreno Valley. <br />RECOMMENDATION <br />That the City Council award a construction contract for Bid No. 7044 —MSRC Signal Interconnect <br />Improvement Project, to Asplundh Construction Corporation, located in Cypress, California, in the <br />amount of $165,490. <br />BACKGROUND <br />On August 24, 2010, the City Council approved three agreements with the South Coast Air Quality <br />Management District (SCAQMD) to provide $337,560 in funding for a joint project between the cities <br />of Riverside, Moreno Valley, Corona and the County of Riverside to coordinate the traffic signals <br />along: <br />• Alessandro Boulevard /Central Avenue between Day Street and Magnolia Avenue; <br />• Market Street /Magnolia Avenue /Sixth Street between SR -60 and SR -91; and <br />• Van Buren Boulevard between Orange Terrace Parkway and Jurupa Avenue. <br />In addition to providing signal coordination improvements, the grant included establishing <br />communications between the proposed Moreno Valley Traffic Management Center (TMC) and the <br />City of Riverside's TMC. <br />This project will install the necessary conduits, pull boxes and cabinets along Alessandro Boulevard <br />between Old Highway 395 and Frederick Street to establish communications between the TMC's <br />allowing the sharing of video links and adjustment of signal timing along Alessandro Boulevard (within <br />each agency's jurisdiction) to provide optimal traffic progression. Under the agreement for the <br />SCAQMD grant the City agreed to act as lead agency for the construction of the improvements within <br />the City of Moreno Valley. <br />26 -1 <br />
