CITY OF RIVERSIDE <br /> COUNCIL/AGENCY MEMORANDUM <br /> <br />Honorable Mayor & City Council <br />and Redevelopmerit Agency <br /> <br /> Date: January 18, 2000 <br />Item No.: <br /> <br />Subject: Request Authorization to Adopt a Resolution Establishing Professional Consultant Selection <br /> Procedures, Executive Director Contractual Authority and Monetary Limits <br /> <br />Background <br /> <br />Several years ago, after an extensive Finance Department staff analysis, the City Council approved a procedure <br />for all City Departments to use when contracting for professional service consultants when fees cost less than <br />$25,000. This new procedure was instrumental in expediting City projects and has been applied by all City <br />Departments allowing them to quickly respond to project needs. <br /> <br />The Development Department routinely retains professional consultants to provide architectural, engineering, <br />econormc, fiscal and other professional services needed to conduct business efficiently and expediently. <br />Currently, Redevelopment staff follow the approved City's administrative procedure II-5, Contracting For <br />Architectural, Engineering, or Other Professional Consultant Services When Fees Cost Less Than $25,000 to <br />select the necessary consultant and use the State of California' s Contracting limit of $2,500 as its monetary limit <br />requirement for the Executive Director' s Authority in executing consultant contracts independent of Agency <br />Board action. The $2,500 State of California limit applies to construction projects and can be increased for non- <br />construction activities, such as professional service contracts, provided a formal procurement procedure for these <br />types of services is approved by the Agency's Board. <br /> <br />To validate this procurement procedure, it is necessary for the Agency Board to adopt the attached resolution <br />establishing a procurement procedure for selecting professional consultant services for contracts up to $25,000 <br />along with the attached administrative manual procedure. The Agency procurement procedure will be <br />incorporated into the City' s Administrative Manual and will standardize the procedure for the Development <br />Department. <br /> <br />Fiscal Impact <br /> <br />The procedure will formally establish guidelines and increase monetary authority to the Executive Director to <br />execute consultant contracts pertaining to architectural, engineering or other professional services up to $25,000. <br />There is no financial impact to the Agency and the procedure is expected to increase expediency and efficiency <br />within the Development Department. <br /> <br />Alternatives <br /> <br />The committee may choose not to approve the procurement procedure, however this action will effect the <br />timeliness in securing contracts of this nature and the redevelopment funded contracts will continue to be the only <br />professional contracts subject to a much lower monetary authority by the Executive Director thus reducing staff <br />efficiency. <br /> <br />Committee Action <br /> <br />Staff presented this item to the Finance Committee on January 10, 2000. The Committee concurred in the <br />suggested recommendation and then moved this item forward for consideration by the Agency Board. <br /> <br />10-1 <br /> <br /> <br />
