CITY OF RIVERSIDE <br /> COUNCIL/AGENCY MEMORANDUM <br /> <br />Honorable Mayor & City Council <br />and Redevelopment Agency <br /> <br /> Date: January 18, 2000 <br />Item No.: 1, 1 <br /> <br />Subject: Request Approval to Award Proposal for Card Access and Revenue Control Equipment <br /> <br />Background <br /> <br />On June 21, 1994, the Redevelopment Agency assumed the operation control and debt service for the downtown <br />municipal parking facilities. Said facilities include surface parking lots and parking structures. The parking <br />structures are equipped with a manual parking system which does not provide the Agency with the necessary tools <br />to ensure accurate billing and accounts receivable. Although significant progress has been made in identifying <br />shortfalls in revenue versus parking expenditures, it has been determined that the aforementioned problems can be <br />resolved through the installation of card access and revenue control equipment. <br /> <br />Thus, on September 21, 1999, the City Council/Redevelopment Agency approved the preparation and distribution <br />of a Request for Proposal for the purchase and installation of card access and revenue control equipment within <br />the downtown municipal parking structures consisting of Garage One, Garage Two and Garage Three. <br /> <br />Current Issue <br /> <br />On November 30, 1999, five (5) proposals were received from qualified vendors with experience in providing <br />complete installation of card access and revenue control equipment. The selected vendor will be responsible for <br />the complete turnkey operation in which the vendor will supply the hardware, software, support services, and <br />training for City and parking operator personnel. <br /> <br />The ultimate goal of this program is to insure accurate billing. A thorough revenue control system will provide <br />the parking operator with valuable parking management information. Such a system will allow the parking <br />operator to determine peak traffic times, garage occupancy, average length of stay, average parking charges, and <br />other information vital in analyzing the parking operation and determining appropriate policy changes. This <br />program will be administered with quality assurance and sensitivity to the public. <br /> <br />Analysis <br /> <br />In order to be impartial to all vendors that submitted proposals, and to analyze the quality of the proposed card <br />access and revenue control equipment, Agency staff, with the assistance of Ampco System Parking, visited <br />various parking installations. Based upon our analysis, and the equipment specifications included in the Request <br />for Proposal, the equipment selected to adequately provide the Agency with an aggressive parking management <br />system for off-street parking throughout the downtown municipal parking facilities is manufactured by Federal <br />APD. <br /> <br />Of the five proposals received, ASSI Securi(y Systems, submitted the most outstanding proposal, which included <br />all specifications included in the RFP, as well as detailed installation and technical information. ASSI is located <br />in Irvine, California and has been a distributor of Federal APD equipment for the last seven years. Federal APD <br />has received excellent commendations from current users of their card access and revenue control equipment, and <br />has been in business for over 45 years with locations throughout California and the United States. <br /> <br />Although the other four proposals were considered carefully, it was staff' s opinion that they were unsuccessful <br />based upon factual information obtained by references provided by current users of the equipment, costs, lack of <br /> <br />11-1 <br /> <br /> <br />
