CITY OF <br />RJVEKSIDE <br />city ,,J.ArtsUnnovation City Council 1Vle1110randum <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: March 27, 2012 <br />FROM: COMMUNITY DEVELOPMENT DEPARTMENT ITEM NO: 22 <br />PLANNING DIVISION <br />WARD: 4 <br />SUBJECT: PLANNING CASES P11 -0661 (CU) AND P11 -0662 (DR) — BUD'S TIRE — <br />15967 WOOD ROAD <br />ISSUE <br />The item for City Council consideration is a proposal by Bud Luppino on behalf of Delbert <br />Leroy Van Voorhis, to consider a Conditional Use Permit and the Design Review of a plot plan <br />and building elevations to construct an approximately 5,472 square -foot vehicle repair facility <br />on four contiguous vacant parcels totaling approximately 0.96 acres, situated on the westerly <br />side of Wood Road, approximately 252 feet north of Van Buren Boulevard, in the CR- S -2 -X- <br />15/50-SP — Commercial Retail, Two -Story Height of Building, Building Setback, and Specific <br />Plan (Orangecrest) Overlay Zones. <br />RECOMMENDATIONS <br />That the City Council: <br />1. Determine the proposed project will not have a significant effect on the environment <br />based upon the findings and mitigation measures set forth in the case record and adopt <br />a mitigated Negative Declaration; <br />2. Adopt the attached Mitigation Monitoring and Reporting Program (MMRP) pursuant to <br />Section 21081.6 of CEQA; and <br />3. Approve Planning Cases P11 -0661 and P11 -0662 based on and subject to the Planning <br />Commission findings and recommended conditions found in the attached staff report; <br />STAFF /PLANNING COMMISSION RECOMMENDATIONS: <br />Staff recommended approval subject to recommended conditions of approval. On February <br />23, 2012, the City Planning Commission recommended approval of Planning Cases P11 -0661 <br />and P11 -0662 by a vote of 5 ayes, 0 noes and 2 disqualifications, with modifications to staff <br />recommended conditions. <br />22 -1 <br />
