•Page 2 <br />motorhome in the same City park and contacted a different suspect sitting in the driver's seat. <br />During the consensual encounter, the officers discovered that the suspect was in possession of <br />methamphetamine and a subsequent search of the motorhome incident to arrest yielded drug <br />paraphernalia. <br />The use of recreational vehicles for dwelling purposes, especially those that are stopped within a <br />park or recreation area owned or controlled by the City, pose dangers to the public health, safety <br />and welfare of the residents of the City. The parking of these vehicles within City parks also poses <br />obvious traffic and safety risks to the public, especially for children who are present within the park. <br />These vehicles also require the use of multiple parking spaces thus reducing the spaces available <br />for park users. <br />The proposed ordinance will allow recreational vehicles within the City parks with the permission of <br />the Parks and Recreation Director with the issuance of a permit pursuant to Section 9.08.120. The <br />Parks, Recreation and Community Services Director as well as the Chief of Police concur with this <br />report. <br />On March 19, 2012, this matter was presented to the City Council's Public Safety Committee which <br />approved (Councilmembers Mac Arthur and Melendrez with Councilmember Hart absent) the <br />proposed amendment to Chapter 9.08 as presented. <br />FISCAL IMPACT <br />No adverse fiscal impact is anticipated. <br />Prepae b <br />Chris Mac Arthur, Councilmember, Ward 5 <br />Approved as to form: Gregory P.
