City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCILDATE: March 27, 2012 <br />FROM: CITY ATTORNEY ITEM NO: <br />WARD: ALL <br />SUBJECT: REIMBURSEMENT OF ATTORNEY’S FEES AND COSTS ASSOCIATED <br />WITH THE ADMINISTRATIVE CODE ENFORCEMENT ACTION AND <br />REHABILITATION OF THE PROPERTY AT 4674 NORTON PLACE – <br />SUPPLEMENTAL APPROPRIATION <br />ISSUE: <br />The issue presented for consideration by the City Council is whether to accept reimbursement for <br />fees and costs expended by the City Attorney’s Office in connection with the administrative code <br />enforcement action and rehabilitation of the property located at 4674 Norton Place. <br />RECOMMENDATIONS: <br />That the City Council: <br />1. Approve the acceptance of $5,000.00 for attorney’s fees and costs associated with the code <br />enforcement action and rehabilitation of the property at 4674 Norton Place; and <br />2. Increase revenues and appropriate expenditures in the amount of $5,000.00 to Special <br />Program Account Number 1300000-450235. <br />BACKGROUND: <br />The property at 4674 Norton Place (Ward 1) has been the subject of an administrative code <br />enforcement action for landscape and exterior maintenance violations. The City of Riverside has <br />been able to successfully negotiate a rehabilitation agreement with the property owner. In <br />exchange for the payment of $40,000.00 in administrative civil penalties and $2,000.00 in attorney’s <br />fees, the property owner has agreed to correct all violations and maintain the property in compliance <br />with Chapters 6.11 and 6.14 of the Riverside Municipal Code. <br />
