^ ��^"�:t�lt"��: <br />(e� ,f�t�� , City Council Memorandum <br />ity <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: PUBLIC WORKS DEPARTMENT <br />DATE: March 20, 2012 <br />ITEM NO: 36 <br />WARD: ALL <br />SUBJECT: PROPOSED AMENDMENT TO TITLE 10 OF THE RIVERSIDE MUNICIPAL CODE— <br />MUNICIPAL PARKING FACILITIES —RMC SECTION 10.60.010— ORDINANCE <br />ISSUE: <br />The issue for City Council consideration is whether to amend Title 10 of the Riverside Municipal <br />Code (RMC) Municipal Parking Facilities Section 10.60.010. <br />RECOMMENDATIONS <br />That the City Council introduce and adopt the attached ordinance amending Title 10, Section <br />10.60.010 of the Riverside Municipal Code. <br />BACKGROUND <br />On July 1, 1994, the Redevelopment Agency was authorized by the City Council to administer <br />Municipal Parking Facilities (Facilities). On July 25, 1995, the City Council adopted an ordinance <br />amending those sections of Title 10 of the RMC to reflect the delegation of administrative <br />responsibility to the Redevelopment Agency as authorized by the City Council on July 1, 1994. On <br />May 21, 2002, the City Council, by resolution, transferred the authority and administrative <br />responsibility for the Facilities back to the City. At that time however, no changes were made to the <br />RMC. <br />Section 10.60.010 will be amended so it is clear that the City Council retains all authority to regulate <br />the operation of the Facilities, including, but not limited to, setting the hours of operation, <br />establishing limits on the period of time for parking whether with or without charge, designating the <br />limited parking areas, and establishing fees and charges. <br />FISCAL IMPACT <br />There is no impact to the General Fund.
