C TY O7 FF d1D � , Y <br />City Council Memorandum <br />CRY Q afi & Innovation <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: March 20, 2012 <br />FROM: POLICE DEPARTMENT ITEM NO: 31 <br />WARDS: ALL <br />SUBJECT: PURCHASE OF INTEROPERABLE MULTI -BAND RADIO SYSTEMS FOR <br />TWO RIVERSIDE POLICE HELICOPTERS IN ACCORDANCE WITH <br />PURCHASING RESOLUTION 21182, SECTION 201 (D) <br />ISSUE: <br />The issue for City Council consideration is the purchase of two interoperable multi -band radio <br />systems for two Riverside Police helicopters using grant funds. <br />RECOMMENDATION <br />That the City Council approve the purchase of two interoperable multi -band radio systems for <br />two Riverside Police helicopters in the amount of $97,040 in accordance with Purchasing <br />Resolution 21182, Section (d) from Hangar One Avionics, located in Carlsbad, California. <br />BACKGROUND <br />On October 26, 2010, the City Council approved acceptance of grant funding in the amount of <br />$120,000 from the 2010 State Homeland Security Grant Program (SHSGP) from the California <br />Emergency Management Agency (CaIEMA). Originally, the grant funds were going to be used <br />to expand the Inland Wireless Interoperability Network (IWIN). At the project's inception, it was <br />anticipated that several additional sites managed by allied agencies would be added to the <br />IWIN. Unfortunately, due to unforeseeable circumstances, including tough economic <br />conditions and personnel shortages, some of the allied agencies are unable to participate at <br />this time. <br />In order to use the grant funds by the grant end date of June 30, 2012, the Riverside Police <br />Department requested a modification of the project scope to another interoperable <br />communication projects. The grantor, CalEMA has approved our request to reprogram the <br />grant funds to purchase two interoperable multi -band radio systems for the Riverside Police <br />helicopters. This project is of utmost importance due to the FCC's Part 25 narrow banding <br />requirement that goes into effect January 1, 2013. Briefly, these requirements state that all <br />business, educational, industrial, public safety, and local and state government two -way radio <br />control and data acquisition systems in the 150 -174 MHz (VHF) and 421 -512 MHz (UHF) must <br />make the transition to narrowband technology. Without these grant funds, the current multi - <br />band radio systems installed in two Riverside Police helicopters will be obsolete and useless. <br />31 -1 <br />
