2011 -12 HUD ]rrnttal -�erion Plan -4mendmenr— _Arlingto" ParlklmprovementProject 'Page 2 <br />BACKGROUND <br />The proposed amendment to the HUD Annual Action Plan will reprogram $209,692 of CDBG <br />funds from the Ward 5 Street Improvements Project to the Arlington Park Improvement Project <br />(Exhibit A). The proposed Arlington Park improvements will include the renovation of existing <br />park structures and amenities such as playground equipment; landscape improvements; lighting <br />and electrical system upgrades; picnic shelter improvements; and pool building refurbishments; <br />just to name a few. The Arlington Park improvements will provide the opportunity to better serve <br />the community residents with additional space for park and recreational facilities. Moreover, the <br />Arlington Park improvements support the Seizing Our Destiny Strategic Route 8, "Big City <br />Recreation with a Hometown Feel," by creating additional recreational facility space that offers <br />an assortment of amenities and programs for all ages, interests and accessibility levels for the <br />community. <br />The Director of the Parks, Recreation, and Community Services Department concurs with the <br />transfer of CDBG funding to the Arlington Park Improvement Project. <br />A public notice was issued announcing the proposed amendment to the HUD Annual Action <br />Plan and provided a 30 -day period for public comment as required by HUD regulations. The <br />notice was published in the Press Enterprise on Wednesday, February 8, 2012 and included the <br />date this action would be considered by the City Council, March 13, 2012. With the cancellation <br />of the March 13, 2012 meeting, a revised Notice was published in the Press Enterprise on <br />March 13, 2012, informing the citizens that the meeting of the City Council to consider the item <br />would be held on March 20, 2012. <br />The proposed project is eligible under the HUD CDBG National Objective of low /moderate <br />benefit area because it benefits a residential neighborhood, where at least 51 percent of the <br />residents are low /moderate income persons. <br />FISCAL IMPACT <br />There is no fiscal impact to the City General Fund.
