^ ��^"�:t�lt"��: <br />(e� ,f�t�� , City Council Memorandum <br />ity <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: March 20, 2012 <br />FROM: COMMUNITY DEVELOPMENT DEPARTMENT ITEM NO: 24 <br />CODE ENFORCEMENT DIVISION <br />WARDS: ALL <br />SUBJECT: FIRST AMENDMENT TO AGREEMENT WITH REVENUE EXPERTS, INC. <br />TO INCLUDE PROCESSING AND COLLECTION OF CODE <br />ENFORCEMENT DIVISION ISSUED PARKING CITATIONS <br />ISSUE: <br />The issue before the City Council is consideration of approval of the First Amendment to the <br />Agreement with Revenue Experts, Inc. to add the processing and collection of Code Enforcement <br />Division issued parking citations as defined by Title 10 of the Riverside Municipal Code. <br />RECOMMENDATIONS <br />That the City Council approve the First Amendment to the Agreement with Revenue Experts, <br />Inc. to add an additional scope of service for processing and collecting Code Enforcement <br />issued parking tickets beginning April 1, 2012, and ending June 30, 2014, and authorize the City <br />Manager or his designee to execute the First Amendment. <br />BACKGROUND <br />On August 14, 2007, the City Council approved an Agreement with Revenue Experts, Inc. for the <br />collection of administrative citations for the period of July 1, 2007 through June 30, 2011, at a not to <br />exceed amount of $100,000 annually. On April 19, 2011, the City Council approved a second <br />Agreement for the period of July 1, 2011 through June 30, 2014, for the same services at the same <br />annual cost ($100,000). <br />Code Enforcement Officers are authorized to issue parking citations. Currently, those citations are <br />sent to the Public Works Department's Parking Services Division for processing and collection <br />efforts. The Code Enforcement Division would like to increase efficiency by monitoring and <br />processing all enforcement activities within the Code Enforcement Division to allow for a more <br />effective use of staff time. Adding parking citation processing and collection services to the current <br />Agreement with Revenue Experts, Inc. will provide Staff with a single point of contact for managing <br />Code Enforcement Division issued citations. <br />The Code Enforcement Division generally issues parking citations for private property parking <br />violations. Although the Code Enforcement Division occasionally issues parking citations on public <br />property (streets, parking lots, etc.), the majority of the public property citations are issued by the <br />24 -1 <br />
