CITY OF <br />F-IVEI -SIDE <br />Civ ofArts Unnovation City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: March 20, 2012 <br />FROM: COMMUNITY DEVELOPMENT DEPARTMENT ITEM NO: 23 <br />PLANNING DIVISION <br />WARD: 2 <br />SUBJECT: PLANNING CASE P11 -0562 — PROPOSED MODIFICATIONS TO EXISTING <br />WIRELESS COMMUNICATIONS FACILITIES AT THE COURTYARD BY <br />MARRIOTT HOTEL — 1510 UNIVERSITY AVENUE <br />ISSUE <br />The issue before the City Council is a proposal by Beth Broussard of Trillium Telecom Services, <br />on behalf of AT &T Mobility, to consider a Conditional Use Permit to allow for the removal and <br />replacement of six 4 -foot high camouflaged building mounted antennas with twelve 8 -foot high <br />camouflaged building mounted antennas on the north, south and east building elevations of the <br />Courtyard by Marriott Hotel, situated on the southwest corner of University and Cranford <br />Avenues, in the CR -SP -CR — Commercial Retail, Specific Plan (University Avenue) and Cultural <br />Resources Overlay Zones. <br />RECOMMENDATIONS <br />That the City Council: <br />1. Determine the proposed project will not have a significant effect on the environment based <br />upon the findings set forth in the case record and adopt a Negative Declaration; and <br />2. Approve Planning Case P11 -0562 based on and subject to the Planning Commission <br />findings and recommended conditions found in the attached staff report. <br />STAFF /PLANNING COMMISSION RECOMMENDATIONS: <br />Staff recommended approval subject to recommended conditions of approval. On February 23, <br />2012, the City Planning Commission recommended approval of Planning Case P11 -0562 by a <br />vote of 7 ayes, 0 noes and 0 abstentions, subject to the staff recommended conditions. <br />BACKGROUND <br />Please refer to the February 23, 2012 City Planning Commission staff report, recommended <br />conditions and draft minutes. <br />23 -1 <br />
