<br />LANDSCAPE MAINTENANCE ASSESSMENT DISTRICT — RESOLUTION
<br />ADOPTION
<br />ISSUE
<br />The City Council is being asked to initiate the annual process of levying special assessments for
<br />the Riverwalk Landscape Maintenance Assessment District by adopting a resolution that appoints
<br />the assessment engineer and orders the preparation of the Annual Engineer's Report.
<br />RECOMMENDATION
<br />That the City Council adopt the necessary Resolution ordering the preparation of the 2012/13
<br />Engineer's Report for the Riverwalk Landscape Maintenance Assessment District by Albert A.
<br />Webb Associates.
<br />BACKGROUND
<br />In August 2002, the Riverwalk Landscape Maintenance Assessment District was formed by
<br />property owner ballot, pursuant to the requirements established by Proposition 218. The cost of
<br />maintaining the landscaping and administration of the District is assessed to the property owners
<br />within the District. The landscape improvements designed for the project area are in excess of
<br />normal City standards and the construction of the improvements has been funded by the
<br />Riverwalk Assessment District.
<br />Continuation of the Landscape District requires an annual Engineer's Report, which outlines the
<br />landscaping expense and the proposed assessments for next fiscal year. The assessment
<br />formula adopted in 2002 with the formation of the District provides for assessments that range
<br />from a minimum of $150 to a maximum of $230 per single - family residential lot and from $750 to
<br />$1,000 per acre of non - residential land. The assessments can be increased annually by an
<br />amount not to exceed the increase in the Consumer Price Index (CPI).
