<br />ISSUE
<br />Councilmember Gardner requested that the City Council reconsider the process for redistricting of
<br />the City Council Ward boundaries pursuant to provisions of the Riverside City Charter.
<br />RECOMMENDATION
<br />That the City Council consider any appropriate revisions to the redistricting process.
<br />BACKGROUND
<br />The Riverside City Charter Section 402 provides that the boundaries of Wards shall be reviewed at
<br />least every ten years upon the completion of the federal census or more frequently as may be
<br />determined necessary upon receipt of official census data and that the boundaries of such Wards
<br />shall provide for substantially equal number of residents in each Ward. The Charter further
<br />provides that such boundary adjustment during a Councilmember's term shall not result in
<br />disqualification for membership on the Council during such term.
<br />On December 6, 2011, the City Council adopted criteria and a process for development of
<br />redistricting alternatives. The Governmental Affairs Committee was given the responsibility to
<br />develop alternatives for City Council consideration observing the timeline below.
<br />March 7, 2012 Governmental Affairs Committee begins public meetings and deliberation of
<br />alternatives
<br />May 2012 City Council public afternoon workshop and direction to staff
<br />June 2012 City Council introduces and adopts ordinance amending Ward boundaries
<br />On March 6, 2012, Councilmember Gardner requested that the City Council reconsider the
<br />redistricting process to consider workshops of the full City Council to facilitate deliberation of
<br />boundary proposals with adjacent Ward representation throughout the public process, rather than
<br />subsequent to discussions among only three of its Members.
