The City Engineer of the City of Riverside, California, <br />prepared a written Report pursuant to the order of the City <br />Council of the City of Riverside and the provisions of the <br />Special Assessment Investigation, Limitation and Majority <br />Protest Act of 1931, being Division 4 of the Streets and <br />Highways Code, upon the project known as the Locust Street <br />Assessment District for street improvements consisting of the <br />installation of sanitary sewer facilities with laterals and <br />appurtenant work on a portion of Locust Street northerly of <br />Houghton Avenue in the City of Riverside, California. The work <br />is particularly shown, described and delineated in the plans, <br />profiles, specifications, detailed drawings and special provisions <br />therefor which were furnished by the City Engineer and accompanied <br />said written Report, and are on file and open to inspection in <br />the offices of the City Engineer and City Clerk. <br /> <br /> The written Report of the City Engineer, dated <br />December 2, 1983, is on file and open to inspection in the <br />offices of the City Clerk and City Engineer; and the said <br />written Report, plans, profiles, specifications, detailed draw- <br />ings and special provisions have been and are hereby approved <br />and adopted, and are referred to for particulars. <br /> <br /> 2. The proposed public work and improvement will <br /> specially benefit the lots, portions of lots and parcels of <br /> <br /> <br />
