Magnolia Underpass Bid No. 6782 — Change Order • Page 2 <br />At the time of award, the Public Works Department was authorized to negotiate change orders up to <br />$1,163,780.25 (10.0 %). The Public Works Department is requesting an increase in change order <br />authority for Bid No. 6782 by $1,680,051.75; from $1,163,780.25 (10 %) to $2,843,832 (24.4 %) to <br />changes to the construction requested by the City and to address unforeseen conditions <br />encountered during construction. The following is a summary of the unforeseen conditions and <br />scope modifications: <br />Bridge Construction <br />Due to ground water encountered during construction, the method of the Cast in Drilled Hole <br />(CIDH) piles had to be altered. In addition, the Public Works Department revised the <br />requirements for testing the CIDH piles to require a more extensive testing method ($385,500). <br />The UP Railroad requested changes to the bridge waterproofing system ($19,280). <br />There were various minor changes to the retaining walls including additional walls to protect the <br />base of the street lights, changing the type of railings and end treatment conditions ($77,370). <br />Additional UP Railroad requirements during the placement of the Steel Bridge Girders and <br />welding operations including testing ($43,253). <br />Storm Drain Construction <br />The Riverside County Flood Control District required placement of a load distribution slab over <br />their existing box storm drain ($512,000). <br />Revisions to the storm water pumping station including changes to the discharge piping, wet well <br />structure and design, additional shoring and move -ins for installation ($59,691). <br />Railroad Construction <br />The UP Railroad requested changes which included: the City supplying addition railroad ballast; <br />changing the configuration of the wayside horn during operation of the shoofly; and changes to <br />the track switching system ($142,200). <br />Additional mobilization required for shoring the shoofly construction, and pile installation due to <br />changes in construction staging for traffic accommodation ($176,700). <br />Underground Utilities <br />Utility changes included changes to the underground electrical system, finding and relocation of <br />unmarked utilities, and changes to the construction stages to accommodate the revised <br />underground electrical plans ($225,809). <br />City requested revisions to the underground electrical system to relocate above ground <br />transformer cabinets ($184,854). <br />Relocation of two (2) fire detectors service to meet current Fire regulations and codes ($79,230). <br />Revisions to the sewer line under De Anza Avenue, as well as revisions requested by UP <br />Railroad to the sewer line casing under the railroad tracks ($35,176). <br />52 -2 <br />
