Alternate Use of Funds • Page 2 <br />This item has been discussed by the Finance Committee on September 14, 2011 as well as by the <br />Development Committee on September 27, 2011. On December 6, 2011, it was determined by <br />the City Council that any future alternate use of LFR funds must be approved by the full City <br />Council before vacancy savings can be redirected to provide sponsorships to any community group <br />or program. Section 1104 of the City Charter states that the City Council may amend the budget by <br />motion adopted by the affirmative votes of at least five members to authorize the transfer of unused <br />balances appropriated for one purpose to another purpose. <br />The purpose of this report is to request that the City Council approve the use of available vacancy <br />savings from Ward 4 Council Assistant budget allocation to support the following community groups <br />and programs in the amounts noted: <br />FISCAL IMPACT <br />The total allocation for a Ward 4 Council Assistant position is $86,994. Transfer of $18,400 <br />designated for salaries in the City Council's budget to an account designated for sponsorships does <br />not adversely impact the General Fund. The remaining unspent FY 11 -12 allocation for all <br />personnel costs, including salaries and benefits, for a Council Assistant would be $68,594. <br />Certified as to <br />availability of funds: Paul C.
