REGIONAL TASK FORCE <br />ISSUE: <br />The issue for City Council consideration is approval of the Police Department's participation in <br />the S.A. F.E. Task Force as described in the 2011 -2013 Memorandum of Understanding. <br />RECOMMENDATIONS <br />That the City Council: <br />Authorize the participation of the Police Department in the Sexual Assault Felony <br />enforcement Regional Task Force; and <br />2. Authorize the City Manager or his designee to execute the Sexual Assault Felony <br />Enforcement (SAFE) Memorandum of Understanding. <br />BACKGROUND <br />The SAFE Team was formed in late 2006 and combines the resources of the District Attorney's <br />Office, Sheriff's Department, Probation Department, Banning Police Department, Corona Police <br />Department, the California Department of Justice, and now includes the California Department of <br />Corrections and Rehabilitation Division of Adult Parole Operations. <br />Several additional local law enforcement agencies augment the team by supporting its efforts as <br />member agencies. The City Council previously approved participation by the Riverside Police <br />Department as a member agency. As the first such team established to deal with the sexual <br />predator population in the history of the county, they have assisted in the dramatic decrease in the <br />number of non - compliant sex registrants. The current registered sex offender population in <br />Riverside County is 4,084 and the current non - compliance rate is 3% compared to 26% when the <br />team was first formed. <br />As a member agency, the Riverside Police Department is committed to support the efforts of the <br />team via the Liaison Officer, who will maintain communication with the SAFE Team and assist them <br />with compliance, search warrants and apprehension of local sex offenders.
