Public Hearing – Alpha Ambulance Franchise Application Page 4 <br />with County EMS performance standards. Through Resolution, the City Council sets the rates for <br />all ALS and BLS transports within the City limits, and the Fire Chief serves as the Contract <br />Administrator, providing oversight to ensure that all contractual obligations are met. <br />AMR contends that the resources and exceptional response time performance for Advanced Life <br />Support transport services within the City of Riverside are closely linked to its non-emergency <br />transport operations. According to AMR, the efficiencies and economies of scale gained from <br />providing services on a system-wide basis is vital to maintaining current service levels; and, the <br />granting of an additional franchise in the City would negatively impact its viability and may result in a <br />loss of resources available to support the ALS operations. <br />The model for ALS and BLS service delivery and the high standards achieved within the City of <br />Riverside are unique in the region and are closely linked to the efficiencies and economies of scale <br />achieved by the current franchisee. Chief Earley concludes that granting additional franchises at this <br />time would likely threaten the viability of the existing franchisee and negatively impact the ALS <br />system within the City of Riverside. <br />FISCAL IMPACT: <br />Per RMC Section 5.66.030, no franchise fee can be imposed for granting of a franchise.
