City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCILDATE: December 13, 2011 <br />FROM: FIRE DEPARTMENT ITEM NO: <br />WARD: ALL <br />SUBJECT: NOTICED HEARING – REVIEW OF APPLICATION FOR ADDITIONAL <br />AMBULANCE FRANCHISE (ALPHA AMBULANCE) <br />ISSUE: <br />The issue before the City Council is consideration of a non-exclusive franchise application from <br />Alpha Ambulance for a Non-Emergency Basic Life Support (BLS) and Critical Care Transport (CCT) <br />franchise. <br />COMMITTEE RECOMMENDATIONS: <br />That the City Council: <br />1. Conduct a public hearing to receive comments relative to Alpha Ambulance’s request for <br />ambulance franchise; <br />2. Consider the information contained in the attached reports regarding the application for <br />Ambulance Franchise submitted by Alpha Ambulance; <br />3. Deny the granting of an additional franchise to Alpha Ambulance at this time in that the <br />public health, safety, welfare and convenience do not require the granting of a franchise. <br />BACKGROUND: <br />On November 28, 2011 the Public Safety Committee met to review an application for Ambulance <br />Franchise submitted by Alpha Ambulance. The Committee, with all members present, including <br />Chairperson MacArthur, member Melendrez, and member Hart, unanimously recommended that <br />the City Council deny a franchise based upon the finding that the public health, safety, welfare, <br />convenience, and necessity do not require the granting of the franchise. <br />In accordance with the Riverside Municipal Code (RMC), specifically, Section 5.66.050, an <br />investigation was conducted by the Fire Chief to determine the following: <br />1. If the public health, safety, welfare, convenience, and necessity require the granting <br />of a franchise for the operating area and level of service for which the application has <br />been made. <br />
