The City Council of the City of Riverside does ordain as follows: Section 1: Chapter 19.06 of the Riverside Municipal Code and the Official Zoning Map which is a part thereof are amended by removing from Manufacturing Park ("MP") Zone and placing in Manufacturing Park and Business Park ("MP-BP") Combining Zones. the land described as follows: In the State of California, County of Riverside City of Riverside, described as follows: Block 15 of the Wilbur Tract, as shown by map on file in Book 4, Page 36 of Maps, records of San Bernardino County, California; Excepting a 40-foot strip conveyed to the Southern Pacific Railway Company by deed recorded August 13, 1896 in Book 50, Page 366 of Deeds, Records of Riverside County, California; Also excepting therefrom that portion thereof conveyed to the Southern Pacific Railroad Company, by deed recorded January 18, 1897 in Book 53, Page 101 of Deeds, Records of Riverside County, California, described as follows: Beginning in the center of Atlanta Street (Lincoln Avenue), at the southeast corner of the north half of the southeast quarter of the southwest quarter of the southwest quarter of Section 18, Township 2 South, Range 4 West, San Bernardino Base and Meridian; Thence North, on the east line of said subdivision of Section 18, 80 feet, more or less, to a point which is 25 feet distant, measured at right angles northwesterly from the center line of the Southern Pacific Railroad Company, as the same is located through said section; Thence southwesterly, parallel with said center line, and 25 feet distant northwesterly, 127.8 feet more or less, to the south line of said subdivision of Section 18; Thence easterly, on the south line, 99.4 feet to the point of beginning; Also excepting an easement in favor of the public for road purposes over the easterly 25 feet included in Atlanta Street (Lincoln Avenue), and over the southerly 33 feet included in Indianapolis Avenue, as shown on said map of the Wilbur Tract; Also excepting that portion described as follows: Commencing at the northeasterly corner of Lot 14, as shown by map on file in Book 4, Page 36 of Maps, Records of San Bernardino County, California; Thence easterly, along the northerly line of Lot 15, 20 feet to a point on said northerly line;
