SOLANDER
YOUTH AND FAMILY RESOURCE CENTER — BID NO. 6935 —
INCREASE CHANGE ORDER AUTHORITY
ISSUE:
The issue for City Council consideration is an increase in change order authority for the exterior
building improvements project at the Eric M. Solander Youth and Family Resource Center in the
amount of $5,600 for a total contract amount of $67,199.
RECOMMENDATIONS:
That the City Council authorize an increase of $5,600 to the cumulative change order authority for
Bid No. 6935 — Exterior Building Improvements at the Eric M. Solander Youth and Family Resource
Center.
BACKGROUND:
On May 10, 2011, City Council awarded Bid No. 6935 to New Millennium Construction of Chino
Hills, CA in the amount of $55,999.
The Eric M. Solander Youth and Family Resource Center (Center) is located within Bryant Park and
several partners provide programming to the community. The Riverside County Department of
Health's Women with Infant Children (WIC) office is a current occupant of the Center and manages
a child care program capable of accommodating forty -eight children.
The current exterior improvements are funded by an Economic Development Initiative federal grant
from the U.S. Department of Housing and Urban Development for future maintenance and /or
improvements to the facility. This exterior work includes improving the fagade of the building to
more closely match the existing structures within the park. This work also includes installing cement
board and resurfacing it with a textured coating that not only resembles stucco but is also a
recognized "cool wall" coating. The existing windows will be replaced with new low "E" glazing.
Safety rails will be installed around the existing HVAC units to protect public access and a new
staircase will be cut -into the center section of the existing elevated walkway to better define the
main entrance to the facility.
25 -1
