TO: HONORABLE MAYOR AND CITY COUNCIL DATE: November 1, 2011 FROM: COMMUNITY DEVELOPMENT DEPARTMENT ITEM NO: 23 PLANNING DIVISION WARD: 2 SUBJECT: PLANNING CASE P11 -0545 (CU) — INLAND FULL GOSPEL CHURCH — 1540 LINDEN STREET ISSUE This request is a proposal by Helen Ko of Inland Full Gospel Church, Inc. on behalf of Souleles Family Trust, to consider a Conditional Use Permit to allow for the establishment of a church with 80 fixed seats within an existing 11,346 square -foot building on approximately 0.64 acres, located at 1540 Linden Street, situated on the southerly side of Linden Street, between Cranford and Presley Avenues, in the BMP— Business and Manufacturing Park Zone. RECOMMENDATIONS That the City Council: 1. Determine that Planning Case P11 -0545 (Conditional Use Permit) constitutes minor alteration to an existing facility and a tenant occupancy permit, and therefore is categorically exempt from the provisions of the California Environmental Quality Act per Section 15301 of the CEQA Guidelines; and 2. Approve Planning Case P11 -0545 based on and subject to the Planning Commission findings and recommended conditions found in the attached staff report STAFF /PLANNING COMMISSION RECOMMENDATION Staff recommended approval subject to the recommended conditions of approval. On October 6, 2011, the City Planning Commission recommended approval of Planning Case P11 -0545 by a vote of 8 ayes, 0 noes and 0 abstentions, subject to staff's recommended conditions. BACKGROUND Please refer to the October 6, 2011 City Planning Commission staff report, recommended conditions and draft minutes. FISCAL IMPACT All project costs are borne by the applicant. 23 -1
