CITY COUNCIL <br />AND <br />REDEVELOPMENT AGENCY <br />MINUTES <br />TUESDAY, OCTOBER 18, 2011, 3 P.M. <br />ART PICK COUNCIL CHAMBER <br />CITY HALL <br />3900 MAIN STREET <br />Mayor Pro Tern Mac Arthur called upon Riverside Youth Council members <br />who recognized DECA at King High School as the October Inspiring Youth of <br />the Month. <br />DISCUSSION CALENDAR <br />RIVERSIDE PUBLIC LIBRARY PROGRAMS AND SERVICES - STATE <br />PUBLIC LIBRARY FUND GRANT - SUPPLEMENTAL APPROPRIATION <br />Following discussion, the City Council (1) received and ordered filed the <br />Riverside Public Library programs and services update; (2) accepted award <br />of the 2010 -11 State Public Library Fund Grant in the amount of $104,001 for <br />programs and online services; and (3) upon grant award authorized the <br />Assistant City Manager /CFO /Treasurer to increase estimated Fiscal Year <br />2011 -12 revenues in the amount of $104,001 to be offset by expenditures in <br />the same amount into a project account as determined by the Finance <br />Division. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Perry Chastain spoke regarding the League of United Latin American <br />Citizens /Riverside Community College Community Health Fair. Vivian <br />Moreno spoke regarding a cappuccino machine, the Raincross Cafe, Sewer <br />Fund loans, and document requests. Morris Mendoza spoke regarding <br />Carpenter Corporation, Occupy Riverside, and Ramona High School. Mary <br />Shelton spoke regarding financial investment reports and comingling of <br />funds. Salvador Santana spoke regarding Councilmember Bailey's <br />candidacy for the Mayoral Election. Judy Teunissen spoke regarding the <br />California Downtown Association Annual Conference.
