CW4N Of RJISI~D City Council Memorandum City 0"Ar•ts & Innovation ' wuuuuuwuuuuuuwuuuuuuuuuwuuuuuwumwuuuuuwuu mmuu uwuuuuuwuuuuuuwuouuuuuwu...... um mmmuuwu mmu wmmmuwuummuwummwuuuuuwuu...... uuuwuuuuuwuuuu TO: HONORABLE MAYOR AND CITY COUNCIL DATE: October 25, 2011 FROM: PUBLIC WORKS DEPARTMENT ITEM NO: 23 WARDS: 1, 2, 3 and 4 SUBJECT: UTILITY AGREEMENT BETWEEN THE CITY OF RIVERSIDE PUBLIC WORKS DEPARTMENT AND THE RIVERSIDE COUNTY TRANSPORTATION COMMISSION FOR RELOCATION OF SEWER LINES FOR THE STATE ROUTE 91 HIGH OCCUPANCY VEHICLE LANE PROJECT - SUPPLEMENTAL APPROPRIATION ISSUE The issue for City Council consideration is approval of an Agreement with the Riverside County Transportation Commission (RCTC) for the relocation of City sewer facilities in conflict with the State Route (SR) 91 High Occupancy Vehicle (HOV) lane project. RECOMMENDATIONS That the City Council: 1. Approve Utility Agreement No. 21443 between the City of Riverside and RCTC; and 2. Authorize a supplemental appropriation in the amount of $2,157,636 from RCTC funds and increase estimated revenue in Account No. 9859200 - 339000 and appropriate the same amount to Account No. 9859200 - 440309. BACKGROUND The California Department of Transportation (Caltrans), in cooperation with RCTC, will be widening SR 91 from Mary Street to the 60/91/215 Interchange to extend the HOV lanes (Project). The scope of work includes: Adding one (1) HOV lane in each direction between Mary Street and the 60/91/215 Interchange by widening the freeway; Adding a new east bound SR 91 on -ramp at Indiana Street and Jane Street; Widening the freeway bridges at Jefferson Street, Madison Street, Arlington Avenue and Central Avenue; Replacing the City street bridges over SR 91 at Ivy Street, Cridge Street and Fourteenth Street; Replacing the Union Pacific Railroad Bridge over SR 91 at Pachappa Hill; 23 -1
