CW4N Of <br />RJIS DE City Council Memorandum <br />City �, /' Arts & Innovation <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: October 25, 2011 <br />FROM: • •- • <br />DIVISI PLANNING <br />WARDS: <br />SUBJECT: APPROVE MASTER PROFESSIONAL SERVICE AGREEMENT CONSULTANT <br />PANEL FOR HISTORIC PRESERVATION AND CULTURAL RESOURCE <br />PROJECTS <br />ISSUE <br />The issue for City Council consideration is approval of the Community Development Department <br />Planning Division Historic Preservation and Cultural Resource Consultant Panel (Panel) for <br />services on an as- needed basis for a five -year period. <br />RECOMMENDATIONS <br />That the City Council: <br />1. Approve five -year Master Consultant Service Agreements for Historic Preservation and <br />Cultural Resources at Various City Locations on an As- needed Basis with Galvin <br />Preservation Associates, El Segundo, CA; Historic Resources Group, Pasadena, CA; ICF <br />Jones & Stokes, Inc., Los Angeles, CA; Page & Turnbull, Inc., San Francisco, CA; <br />RECON, San Diego, CA; Statistical Research, Inc., dba Altschul Research, Inc., <br />Redlands, CA; and Wilkman Historical Services, Riverside, CA, for a total amount not to <br />exceed $300,000 for each individual agreement; and <br />2. Authorize the City Manager, or his designee, to execute the necessary contract <br />documents, including the supplemental agreements for each assigned project and to <br />make minor, non - substantive changes. <br />On August 10, 2011, the Community Development Department Planning Division Historic <br />Preservation Section posted Request for Proposal (RFP) No. 1288 in search of qualified <br />consultants who are readily available to participate on a Panel involving cultural resources <br />surveys, California Local Government (CLG) surveys, historic structure reports, California <br />Environmental Quality Act (CEQA) reports, historic designation applications, design guidelines, <br />context statements, code amendments, preservation plans and other related cultural resource <br />needs for the City. The Section received 14 proposals and conducted interviews with each firm. <br />Of the 14 firms interviewed, seven (7) were selected based on their organization's previous <br />experience with similar programs and team strength demonstrated in the interview. <br />18 -1 <br />
